Why only 3500 lbs towing capacity ?

Usually tow ratings are determined with the vehicle weight factored in the equation.
I believe that the RX350 is heavier than the Highlander, which reduces the overall total weight that the RX350 can tow compared to the Highlander since everything else is equal like power-train, chassis configuration, etc; I believe.
Correction:
The Highlander have the 5-speed automatic transmission which may be a reason why it has the higher tow rating since some automatics with more gears are not as strong as the 4 and 5 speed transmissions versions.
The weight of the two vehicles seem to be only a hundred pounds or so apart.
