Also, in California, when a family member gives you a car, no smog check is required upon transfer of ownership.

Somehow I don't believe the Lexus dealer would pay $34K for that car with the damage and given the 2015s are out this car is now 2 model years old. The only reason it'd be less of a hassle for him is because the dealer would payoff his loan for him. I'd give him a cashier's check so he wouldn't have to worry about me coming up with financing...can't get any more hassle free than that.
That is a flat out lie. Most dealers offer a flat trade in rate based on black book (auction) prices which are generally 60-70% of what you see cars listed as - this is excluding classic cars, of course. Then they make some small adjustments for mileage, options, and cosmetics. In either case, I bet top dollar a dealer would be willing to pay him would be $30k.

How about offering $34k (so that he gets a little bit more of a tax benefit if he recently bought a car) with a $1k cash rebate that he will pay you at the time of the transaction. That should cover the rear bumper replacement or you can just keep it and net out at $33k + taxes of course.

I would say 11, i feel like a lot of RX owners neglect their vehicles quite a bit. I see 2014/2013 RX with multiple visible bumper scratches, or Obsidians that look like Nebula Greys because it hasn't been washed for months. Think of how bad that is for the paint.

Also, a dishonest seller can be hiding more things you know. No dealer is taking his car in at market value, come on bro...
