I know you have new rotors and pads but check if they're wearing out evenly. I've heard a few stories where mechanics skimp on lubing the slide pins and causes uneven wear which can cause vibration.

Also look into the wheel bearing/hub and tire wear.

Check your lug nut torque too. Calls for 76ft/lbs. If lug nuts are over tight, it will stretch the studs and pull on the rotors some and create vibrations in the steering wheel whilst braking. This is harder to feel at higher speed as that force blocks it out at the wheel, but will be noticeable at slower speeds.

Vibration when braking is almost exclusive to warped rotors or pads improperly installed.

You don't say where you got your pads and discs, but in my experience cheap parts from AutoZone will warp and wear out within a year. This car has made me a firm believer in that you get what you pay for when it comes to Genuine Lexus Parts. I've replaced my wife's discs with OEM Lexus discs and had no more problems.
