... the nav system and phone system can be operated while the vehicle is in motion ?

In a web site I have read that a lot can be activated simply but they are not successful ...

Most nav and many phone functions are locked out when the vehicle is in motion. The reason this is done is for safety. If you are going to program your destination, Lexus - like other manufacturers - prefers you pull off the road and come to a stop before doing so. A distraction such as selecting a new destination or finding a phone number could cause you to have an accident.

OK, that said, nobody likes the inconvenience of these lock-outs. Try http://www.vaistech.com/ for a solution.
