2001 RX owned since new, 130000 miles, great condition, all work done DIY, the usual maintenance and trouble areas for these cars.
The latest problem yielded no search results, hopefully someone will chime in:
The right rear wheel made a constant scraping sound and occasional loud clunk and it turns out the parking brake assembly had disintegrated due to rust so bits of hardware were flopping around. The root cause appears to be a rotted brake shield which came off in pieces in my hand. The other shields are serviceable. I did the brakes but have some issues with the shield:
1) I can't find replacements, and the later ones are showing as incompatible, plus they're almost $300 each!
2) The shield is mounted so that the entire rear end has to be taken apart to change it (sarcasm)
3) The Internet warns that if I omit the shield, the speed sensor will foul with brake dust.
I'm looking for a fix that is easy, cheap, and effective and that I know doesn't exist, but maybe 2 out of 3 of those things?

Yes it will not be an easy swap. You have to disassemble more than what you think and I have seen folks curse themselves when the forget to install it early.
Your best bet would be recyclers such as LKQ and you may have to purchase the hub. Due to rust and age, I would look through salvage yards in the South part of the country.

See attached image for Lexus part #. You can search the internet or ebay for the dust shield base on the part number
. Removal of the rear wheel bearing is required to replace shield along with parking brakes and cable. The shield is part of the parking brake drum system. I had to use an air hammer to separate the dust shield/backing plate from the bearing when I replaced my rear bearing.
