Welcome to Club Lexus.
There are two adjustments ... Mode and Mix. The mode controlled by the ****/switch and usually under 'Auto' in controlled by an ecu. Ecu keeps changing the mode [where the majority of the air is used out vents/screen/floor etc.
The Mix is controlled by the temp setting [hot/cold] and is again driven by ecu.
The final mechanical action is done by 'servo' and these servos go bd with time.
You seem to be having problems with both.
Do a search and it will give you plenty of threads.
Two friendly reminders ...
1) Please add some description to the thread title as that helps people who can respond and other people who search.
2) Read through the sticky threads. Most of the information any one seeks is in there.

Thank you, Salim, for explanation.
OP, that is great guide - if you actually even get heat to the heater core. About the only way to find out is to get to the heater core hoses and touch them by hand. If both are hot - read what Salim says. If one is hot one is cold - you either have clogged core, with no coolant flow through, or coolant is blocked from getting to it. This sometimes happens when there is air plug in the system. Maybe, I am not sure, never tried, you can reach from the floor up under the dash and feel the core. Is it even hot?
Also, how is coolant level? Radiator and expansion canister?
