Take the old sending unit and connect it to the harness connector. You can use a jumper to ground it. Move the float and see if the gauge register changes.
You can do that with the new float as well.
If the problem persists trace the harness wire. Note checking voltage on the harness wire may not work as the voltmeter does not load (draw current) the wire and a partially broken/rusted/cut wire will read 12v on the voltmeter.
