Default Only 1 radiator fan turns on with AC

I'm trying to figure out why my AC isn't as cold as it used to be and I see that only the drivers side fan turns on, but the passenger never turns on. I ran wires from the battery and tested the passenger fan and it does work. I jumped the #2 relay to see if that turns it on, which it does. But the relay does click when the drivers side fan goes on. What could be the problem? Anyone have a digram of how these fan relays work?

BTW 2001 Lexus RX300 AWD.

Ok I figured out the problem. There was a missing 40a Female Maxi fuse that I bought and put it in and now both fans turn on. Bought this RX300 used so go figure why someone would remove it and not replace it.

It may have been removed to hide a problem. Hopefully not.

You did absolutely the right thing [hopefully used the specified Amp fuse].

Fuses are pretty robust and the manufacturer chooses them with plenty of thought process. When a fuse pops, it can be attributed to 'one off' or mostly due to human error and at times due to component going bad. Then there are reasons to remove/disable fuse to eliminate the load.

I am hoping that it was 'one off' for you. The caution was for the other cases.

Drove it upstate NY and back which was like a 6 hours total drive and nothing happened so far.
