2001 RX300 Driver side low beam not working

2001 RX300 Driver side low beam not working
In my 2001 RX300 the left low beam does not come on when the switch is in the On position, and the left parking lights remain on. The right low beam comes on but not the left (driver side).
Both high beams work.
I replaced the left low beam bulb (non-HID), (9006 bulb) the new one does not work either.
If I turn on the fog lights, the left low beam comes on (the old bulb works too) but the left parking lights remain on. I've tested the 15A fuse by swapping the 2 fuses and checked to make sure there is no break and both were OK.
Any input is really appreciated. Thanks in advance.

You know there isn't a short because the right bulb works and the fuse isn't open. And you know the relay works for the same reason. You know the connector itself is ok since the bulb lights with the fogs on.
I think you're going to have to play the detective and trace down that wire back to the junction with the right bulb's wire and maybe back to the relay.
