What are the correct torque specs for the transmission pan bolts? I saw in this post ...

... that you should "tighten 18 pan bolts to 69 inch-lbs" -- but that seems like a lot of torque for those little bolts. Is this correct?

I worked on my son's SC transpan. That required FIPG and since then I never opened the pan [for me it is drain and fill].
For other things that require a gasket, I only use sealant on one side.

Just divide by 12, so 5.75 ft/lbs. But make sure that your torque wrench will give you accurate readings that low. If it is only in ft/lbs I doubt it give accurate readings on the low side. I would just snug down by feel.

Sealants on transmission pan
As for sealants on the transmission pan, I have been told not to use gasket sealants as they may cause imperfections in the seal of the pan. I was instructed to use brand new transmission oil and rub on both sides of the gasket just before installation.
