If I were forced to put on a front plate, I would try to get plates that said something you could read in a mirror. Something like 3M TA3.

Wouldn't CHP already know you got this fix-it in the past when they look up your plate in the system?
I took off my plate again but was concern if I get caught again it won't be a fix-it ticket this time.

fit-it tickets and non-moving violations (parking tickets etc.) don't show up in the system unless they are unpaid and go to warrant.

non-chargeable offenses (I.e. no DMV points) drop off once paid.

Good to know. I'm gonna leave off my plate and take my chances.

you won't be bothered for not having the plate, the only reason you would be cited for it is if you are doing something else that grabs the officers attention (speeding for example) and he tacks it on to that.
Police do not have time to be bothered with fix it tickets, in and of themselves they don't generate any money for the system, $25 processing fee.
I have 3 neighbors that are local LEOs all of them have expressed the same thing to me, tinted windows, front plates, loud exhaust, after market head or tail lights, etc. any type of equipment violation won't get you pulled over, but they will tack it on to another offense.

I will say this however, the 2 times I have received a missing front plate ticket, was by a meter maid, I wasn't in the car, and I didn't get a parking ticket, only a ticket for no front plate tucked under my wiper.

Not always true. I got one fix-it and I wasn't doing anything wrong, I was actually stuck in traffic on slowest lane and motorbike officer was already on the side of the freeway. When he was letting go of another driver he waved me down to let the guy merge traffic. But at the same time he pulled me over when he must have noticed front plate missing. . That was pretty unlucky.

I've been taking my chances here in Cali for almost a year and so far I haven't been pulled over. I keep the front plate ready just in case. Some cars aren't made for front plates and the RCF is such a ride.

My guess is he was trying to true up is ticket count.

"quotas" are illegal in CA, but my LEO neighbor told me that they do have expectations to meet for their performance reviews, if they write XX number a tickets per month on average, and slip to YY for a month or two, it could reflect in their performance review, "why are you writing less tickets, are you not doing your job?"

I stand by my statement "most" LEOs won't be bothered citing fix it tickets, CHP has more of a reason as their sole existence is traffic duty, where inner city police and sheriff deal with a lot of other things. But the vast majority of LEOs won't pull someone over for a fix-it ticket unless they are sniffing for something else.
