***HELP*** plastic wheel inside liner

Default ***HELP*** plastic wheel inside liner

So my car is lowered and something must have went under my tire and ripped off my liner so the liner has been torn a little and hanging and has been hitting my tire as I drive. It's the front passenger side of the wheel.

My question is has anyone completely removed the plastic liner in the wheel area or can I completely change it out with a new liner if that's possible? I don't want it to damage anything as I'm driving and get caught and complete get ripped off and stuck under my car while I drive.

I would not drive without it as there are some electronic components in the bumper area that could get damaged. Same thing happened to me. It is an easy replacement.
