It's highly dependent on how strong the signal is for the HD radio station at where you're driving. I find most HD radio stations work best in large metropolitan areas.

I read that the carrier broadcast that makes HD possible is only 10% of the total
output power of the station. In our major metro area - Chicago - it is very distance
sensitive. The HD drops off long before the "line of sight" limit that affects the base
reception and goes into Mono.
It is possible to change the setting to eliminate ever getting HD and thus relieve
the symptom of cutting in and out but it doesn't happen enough here to justify that.

Failing tuner is one the most common causes that lead to HD radio cutouts. The tuner is an important piece of equipment as it is responsible for receiving signals and with time, it loses efficiency, making it harder for the radio to receive a constant signal stream, decode the data and convert it into different channels.
