98 GS400 Won't Rev Past 4K Rpm's
I've had my GS for about 1.5 years now. The thing is I never seem to be able to REV past 4K Rpm's in park or neutral. The car has no CE light on. It has been fully tuned up pretty much. The car runs fine. The only thing I notice is that when I hook up my OBDII scanner the Rpm's don't match to my gauge int the dash. Also my fuel gauge is off when filling up. I will hook up my scanner later and REV it up to see if it is actually going higher than the gauge in the dash.

I took out my Gauge Cluster the other day. The previous owner must of swapped it out. It had writing from salvaged yard labeled for a GS300 I'm not sure if it is causing any problems. My car seems to be holding back at 4k Rpm's. I've watched YouTube videos and they are getting close to Redline Rpm's. 6k before gear changes.
