Under car panels
What would be the impact of removing th panels thar are removed when changing oil?
Might it effect the cooling air flow, or heat up something in the engine compartment?

indeed.
the panels serve multiple purposes,
like gville said, they help with aerodynamics by aiding the fast moving, low pressure air to travel under the car more smoothly/efficiently. at the same time, they help with cooling by helping the air coming into the engine bay via through the radiator, etc to exit more efficiently. AS well as reducing turbulence that would be introduced TO the engine bay IF there was no under panel.
ALSO, they help keep foreign matter out of the engine bay such as dirt, water, and flammable items (paper, etc) that shouldnt be allowed too close to the exhaust manifold and other hot equipment.
