Sounds like these guys know a lot more than me, but maybe this is worth a look.
Have not seen this engine up close, but did you remove the plug wires? Make sure they are installed in the right order. Also, check the ignition coil. I assume it has one of those? Did you replace the water pump? If so, did fluid get on the any of the electrical wires or connections?

Here I was explaining terminology and now I am humbled
Just trace the wires from spark plugs going back. Coil sits around the spark plug but it gets enrgised from distributor_like entity.

Yeah once i take another attempt at resetting the timing belt, which won't be till tomorrow night, and hopefully based on what i've learned here it will run if not i'll trace the wire and recheck the fuses and performe further electronic test.
Let see how it goes.. thnx..

pull off the belt and put everything at TDC again, and put it back together.
make sure your spark plug wires are in the right position.
to test for spark, sticka screwdriver into wire #1 and put it near metal and crank. if you see spark then there's spark. its probly somethign electrical even if the timing belt is wrong it will still spark it will just break some valves if its wrong but it will still start
check ALL your fuses too, could be something real stupdi

Good drawings, BUT
Bottom pully mark can be off by one turn.
Very unlikely as the crank-shaft does not move easily. So if the crank-shaft has not moved and you bring the cam gears to the right spot by as many turns you should be ok. Warning Do not force the cam gears as the valves can hit the piston [some say it is non-interference engine, but then some one said the valves got bent].
pardesi: The drawings show (imho) that your "R" cam gear is off by 2 notches.

Let me post what it came out to be tonight (first and second image shows R and L lined up with the markings; third image was taken with the mirror on the bottom so you can see that CR on the belt matched the dot; last image shows the dot matched the grove on the gear).
Thanks for the diagrams, very helpful. But i feel my previous attempt was no different then what i did today. I didn't get a chance to put it all together. Will finish it this Friday but have a feeling it maybe something else. I also swapped the spark plug coils with my brother's GS400 and those worked fine. Rechecked all the fuses in the car and those were fine. Lets see what happens when i start it this weekend.
I have bigger picture if someone is interested. Let me know if i'm still off, i haven't spun the engine yet by hand and made sure my first firing piston is at TDC.

So which one.. the straight line mark or the T. I currently have it at the straight line mark and my crank shaft matches perfectly with the belt marking.
