Default Cam sensor

Having issues with my 96 SC400. Just did water pump n timing n now my cam sensor bank 1 is on. Before I did the job, scanner said that my timing ignition was at 18 degrees? And now I test it is at 12 degrees. Car drives normal under 2k rpms after that it’ll bog but still drive normal under 2k rpm. What should I check for? Car has 170k on it. I’ve looked at other forums in search but I’m curious as to why it would say 18 degrees timing if our timing is supposed to be electronically maintained somehow?
