Default Wastegate Leak

Just bought a turbosmart Hypergate 45 with 14psi spring and decided to do an exhaust leak test by removing my downpipe and applying compressed air to the back side of the turbo and found that a little bit of air

slips past the valve and out the wastegate its not excessive but air does slip by. Is this normal or should it make an airtight seal? I did install the little fire ring thing. If it is not normal what could be causing this? The

valve is closed from what I can see. Maybe this isn't the best way of testing it since I am blocking the area which the exhaust gas would try and exit first instead of forcing the air to find another way out. I just want to

make sure the wastegate is sealing correctly. I'm only applying about 3-4psi to the exhaust system so that shouldn't be opening the valve I wouldn't think. Any help is always appreciated.
