Question PWR vs. Normal ECT Question

My 1993 Lexus SC400 does not shift to second gear until redline, even when it's in Normal mode and PWR mode (completely flooring the pedal from a dead stop). I read all over that the PWR button increases the shift point of Normal mode although my car shifts at red line when I floor it either way. Are my normal shifting points screwed up? or what?

If by manually shifting it you mean letting off the pedal and then feathering it again to change gears then yes. If not, please explain what you mean haha.
