1999 SC300 EVAP issue

Default 1999 SC300 EVAP issue

I changed my spark plugs a few months back. Ever since then I have gotten code P0446 (and P0171). This appears to be an issue with the EVAP system. It might be a bad charcoal canister solenoid. Sometimes the car takes a few cranks to get it started, otherwise it runs fine. When I was reassemblling the upper intake manifold I MAY have confused this vacuum line which just so happens to be the EVAP line (line with green cap). There is a solenoid nearby (blue wire plug)with NO lines attached. Can someone confirm this is correct inthe photo of the rear of the intake manifold?

After an hour or two of googling I may have figured this out. It looks like I am missing a small U-shaped vacuum line that goes from the port currently used by the EVAP line in the photo and to the bottom of the blue-plug solenoid port. The EVAP line might need to be moved to the top solenoid port.
