Still stuck in park...

The TRAC light and red brake light on the dash are on and the shifter is stuck in park. The brake lights also are not working at all.

I changed the brake light switch...didnt fix it...any ideas?

TRAC code 43 is the code I pulled

Checking things out per the toyota shop manual now...
