Default DRL Light accessory fuse

Hey guys,

I'm wiring LED DRL Lights into my headlight, and the lights themselves have 4 wires.

One Black, ground wire
One Red, Power wire
One White, DRL wire (accessory power)
One Orange, turn signal wire

There's a positive terminal in the fuse box under the hood. I assumed that I could fix it there.
I also hope that I can place the negative terminal wire directly on the negative battery terminal (is that safe)?

As for the White, my car didn't come with DRL's somehow even though its a 2000 model. Is there any fuse inside the hood fuse box that is only enabled when I turn the key to ACC?
I tried all the ones that range from 10-30 amps and none of them seem to do the trick. They all light up even when the key isn't in.
I know that the alternative is to run a wire from the Cigarette lighter fuse inside the kick panel, but thats a lot of work I'm not sure I need to do.

Basically, is there, and where is there a power source under the hood that only turns on when the key is inserted?
