Default 1UZ VVTi Upper Intake Removal

I am having difficulty removing the upper intake on my 2000 SC 400 - it appears to be caught on the ACIS actuator. However, I cannot remove the ACIS actuator due to its location. How do I get this thing off?

Update - I found a smaller socket wrench which was able to fit behind the ACIS actuator and remove it, which allowed me to remove the upper intake. Problem solved. However, I now have a new question. Forgive me if this is obvious, but should there be engine oil in the intake manifold? The entire inside of the intake is coated with it, and there is a small pool of oil in the lower intake.

When was the last time you changed your PCV valve.
Sounds like it might be stuck open

Perhaps; I will check in the morning. However, I have had no unusual oil consumption (I changed the oil about 2500 miles ago, and the oil level has not noticeably changed since then), which makes me wonder how so much oil (and it is a lot - about 1/3 cup total) could have ended up there. Notably, the oil in the manifold is a very dark chocolate color, which suggests that it has been there for a long time.

EDIT: Update: PCV valve is clean. I have owned the car for five years and have never experienced any oil consumption issues, which I just cannot square with the volume of oil in the intake manifold. Is it possible that this could be left over from the previous owner? I find it hard to believe that a pool of oil would stay in the intake manifold for so many years, but it does look/feel extremely old (very viscous and a dark chocolate color).
