Tools used to remove the glass scratch the paint exposing bare metal. If it's not coated before the glass goes in, rust grows.

Yikes this now has me nervous I have a chip in my glass I was "thinking" about getting replaced with a new windshield. I think now I will just deal with it until the very end and VA flags me for it.

It it's just a chip, you can repair it with an acrylic repair kit. A truck on the other side of the highway gave me a nice one last summer, but I repaired it, so I didn't have to deal with a windshield replacement. The longer you wait, the more it will expand

Just make sure you go to someone reputable who is used to working on older cars. I had a slight bit of rust around the edges of mine on the roof. I just had mine replaced and they wire-wheeled the edges, took off all the rust, and followed up with a sealant.
