Default 2jzgte Having trouble boosting

Hey guys. So this is the situation: Im working/helping on a friends car, Its a 98 sc300.

Aristo 2jzgte engine/ Aristo ecu
PT70 (.68 or 84. dont remember)
ss manifold
tial 44mm
3in downpipe, 3in full exhaust single
440cc injectors (oem)
stock fpr
TT fuel pump (12v mod done)
aem wideband AEM 30-4100
aem boost gauge AEM 30-4406
hallman boost controller
Ebay 3in intercooler
w58 act clutch

The story with the car is that my buddy bought a full 5 spd aristo half cut swap from an ad locally from someone that was piecing a project and never got to swapping in the aristo. He got the swap installed by a shop locally. The car starts and drives. idles at 14.7-14.8 with no issues. Cruising and under throttle behavior is fine. Car will not boost past 4 or 5 lbs .6 is the highest its reached. When giving it throttle, car will not pass no more then 3000-4000k rpm without going lean and creating a boost cut/ fuel cut type hesitation. The car is running pretty much a single turbo conversion with stock fuel. Checked and or tested Map sensor, ignition coils, igniter, injectors, etc i even installed my jdm 6spd ecu to troubleshoot. but all was the same. Nothing changed. The shop kept giving him the run around on swapping parts thinking it would solve the problem, but after no success, they gave up. So pretty much im trying to help im out. Before i go mouthing off ideas of what i think is wrong, i would like to kindly ask for you guys experience thoughts, and extra knowledge. Thanks

Hey gerrb. Not 100% positive. I think its an 8psi? or couple stacked inside? I know that the hallman boost controller (manual controller) is set to lowest setting. i will check asap to find out what they are. Thanks for responding so soon. It feels as if car is hitting fuel cut at low boost.....

update. Checked with my buddy, and he states that he is not sure of what psi spring he has in his wastegate. Everything was already installed on the engine(reffering to the full single conversion) Therefore, we are not sure excatly sure what wastegate spring is in their. will try to purchase a wastegate spring to troubleshoot if the wastegate spring is the issue.

I guess that is that first thing you need to make sure then .. spring pressure in PSI.

Then setup your boost controller . Those are the two things that will control your boost provided there are no boost leaks anywhere in the system.
