Default defective ecu?

So I've been working on my 96 sc400 for about two months now its having hesitation and rough idle/starts. CEL says bad bank1 cam sensor so I've replaced both driver and passenger side. Also prior to that found some leaked caps in my ecu now have the caps fixed to an extent but still getting the bank1 cam CEL. Could this just mean I now have a defective ecu and just need to replace it or could it be something else now? Thanks for any response its greatly appreciated.
