Unhappy Extreme Overfueling & White Exhaust Smoke

I bought a 1992 SC300 with 40,000 miles a few months ago. The car was running very rich and there was white smoke that smelled strongly of gas. The oil also smelled like gas, so I changed it. Then, I sent off the ECU for rebuild and also replaced my timing belt, water pump, cam & crank seals, radiator hoses, etc. After I got the ECU back and installed it, there is still white exhaust smoke that smells like gas.

So, I've checked for a blown head gasket by doing a cooling system pressure test, a compression test, and a block test. The car passed all three flawlessly.

Also, I've checked to see if my intake system was leaking coolant into the combustion chamber by disconnecting both intake coolant lines and bypassing the intake manifold with a hose. This didn't fix the problem.

I've also checked my fuel pressure regulator and power steering vent solenoid, which checked out okay.

Now I'm wondering if there is something wrong with my ECU besides the capacitors and if I should just buy a replacement ECU. I'd appreciate your thoughts and opinions on this subject.
