Default Something tells me an ECU cap leaked

I have been having a couple problems with my 93 SC300. A while back the transmission was slipping, which I fixed with a new filter and a few quarts of fresh OEM fluid, that's been probably 1500 miles ago or so.

Now it's getting to where, in the past couple of days, the overdrive doesn't work so at 60mph, it's running at like 3200 RPM. Also, the drive belt started squealing a little when I first started the car since it's been so cold until recently...obviously that's not an ECU problem at all, but one day after driving a half mile to a store, on my way back home when I went to give it some gas it felt like it stalled and almost died but not enough that I had to restart it. It got me home just fine, though I was curious how a slipping drive belt would cause that. This past Tuesday, it was acting up similarly where it wanted to buck a little at lower speeds when I was just taking off at a light, or slowing down to turn onto a street, etc.

Well, today I decided to remove the ECU and check it out since it's a common problem and I took the following pictures. Having managed a computer repair shop at one time, I know what blown caps can look like with the ends all bulgy and it's totally obvious, but these appear to be a little more understated, and I get the feeling that stuff in the first 2 pics ain't a glob of hot glue...
