Default Car wont Start. Fuel Related Issue

So just a little background, I am swapping my 97 motor in to a 95 body. Using the 97 engine harness.

I know my issue is fuel related because I can get the car started with fuel pump disconnected using starter fluid.

There are two things I notice fishy about the fuel system. The first is that the fuel pump wont stop priming. Even though the pump is wired in the same way as in the 97, the pump stays running when ignition is on.

The second thing is injector number 1. When I disconnect the power to the injector the fuel pump cuts off. This does not happen with any other injector. Also on one of the pins I am getting a 12v signal, and the other I am getting a ground signal. However on my other injectors I am only getting a 12v signal.

If anybody can chime In or even test their injector to see if it operates the same I would really appreciate it.

I had an issue like that about a year ago, turned out to be a loose ground connection on my ignitior. Started with starter fluid and everything.

I will double check that tomorrow but I know for a fact I have a wire coming from my ICM to chassis. I feel it may be something more than that.

Figured it out yesterday. I think it was because the theft warning device. Was not plugged in. Didn't think an unplugged ecu would cause a problem since I am on a standalone but it did.
