Now that I've found the noise, question is what isthe proper way to remedy this? Where/ what an I in need of tightening? something in that area is shifting forward possibly due to being lose

I just had this problem and fixed it yesterday. I removed my reservoir and realized that the fluid wasn't the Toyota ATF. I then cleaned all the gunk from the cheapo power steering fluid out and replaced with the ATF. The noise is gone now and I can feel the difference in steering ,much smoother.
