Default Working on my 95 sc400 ignition

Just have a question on the igniter on my car. Looking at a wire diagram and the blue wire(c-) looks like it is a (-) or ground. Why do I have 12V? I also have 12v at the red wire(c2) on ign. #2. Am I just reading this wrong or have a wire issue? Just trying to get my car running again. Any help would be appreciated.
