What is this rusty part with the chewed up bushing under my car?

yeah the paints that bond to the rust don't need a whole lot of preparation, you could even do it by hand with a wire brush but its easier to use a drill and an attachment thats abrasive like a wire wheel or sanding tool. the idea is to get the loose stuff on the surface off, and once you paint it it will come out looking nice.

Haven't done one on the SC before, it depends on how tight the oem bushings are in there I would guess.
if you have to press the bushings out I would imagine it would need to be lowered.
If you can torch them out you may be able to do them up but probably still safer to lower it.
Not the easiest part to remove on the car, I would set some time away for that project.
Your bushing isn't completely toast yet, its just very cracked, so you have some time.
When you put the poly ones in though it should feel tighter accelerating.
