Default Quick Q: Strong gas smell at all times-EGR M hose?

I have a quick Q:
At all times my SC400 smells like really STRONG exhaust/gas. Exactly what the EGR filter smells like. Well, the hose connection that connected the air hose to the EGR modulator broke and I super glued it back on. It's loose now and for the first time I removed the EGR M filter and it is really dirty. Could the exhaust/gas smell be caused by this? What would this cause? I would like to know. Thanks in advance.

PS I provided a pic of what line connector is broke.

I don't think it would. I'm pretty sure it's the cats that are doing that. Would a loose hose, pictured above cause any problems?

I know, old thread bump. The running rich smell was the o2 sensors/Y-pipe exhaust gaskets. I still am wondering if it makes a difference to run and drive the car with that hose disconnected. I had a replacement but broke that to (of course lol). So my question is no longer if that would cause a gas smell, but if it will affect the car's performance and such. (This is the exhaust gas recirculation modulator vacuum hose BTW)
Another quick q, can I replace the EGR modulator filter with something else because mine is pretty caked in carbon.
