i have a 1997 sc300 a/t & it will not go past 4,000 rpm

here is a list of things i’ve replaced, performed or checked

vacuum lines
maf 2x
intake
egr delete
fuel injectors
fuel pump
fuel ecu bypass
fuel filter
transmission
timing
compression
spark plugs
cap & rotor
distributor
igniter
tps + calibrated
ecu 3x

i am completely stumped, im not sure what else it could be or what i am missing. this happens in park, neutral & drive.
if i floor it, it shoots up to 4k & sputters & doesn’t go anywhere (it feels like im not going anywhere) , if i let go it shifts, if i throttle about 60% it will shift smooth & regular until it gets to 4K & will not go past 4K, i am a lexus tech & all of my coworkers are trying their best to help but nothing seems to work.

I am currently having the same issues and have replaced about everything the same as you. I see this thread is old but if you have found out please let me know.
