what else could it be?
so i had a problem with my check engine light coming on with the code p1700, my speedo and odometer would randomly stop working and it would not shift out of first or second gear, so i changed out both vehicle speed sensors even tho p1700 is just the #2 sensor, well it now shifts through all the gears and for a second the odo worked but not speedo but the odo just stopped working also, and the check engine light is back on? where do i go from here? im not very familiar with 2jz's i replaced what i thought was obvious

It is probably the gauge cluster itself. When I had my 97 sc300, the speedo and odo would stop working when it gets too hot and throw a code for the speed sensor. As soon as I changed it with another cluster, the problem went away completely.
The speedo also gives the signal for the power steering assist so when it stops working, it makes the steering feel loose as if you are at a stop.
