Default Smog test failed at low speed

My 92 sc300 5 Spd just failed the hydrocarbon test. I was measured at 119 ppm which is 15 ppm over the maximum 106 ppm for HC. Wtf!!! The high speed check passed with no problem ,,
Anyone have this happen to them?
I'm
Thinking I have an exhaust leak in between header and block...

samething happened to me about a week ago but my number was 245 and needed to be under 220 here in Texas. I ran a a few sips of sea foam through my intake manifold off a vaccuum hose, then the rest through the tank. Drove her like I stole her, took her back to test again same day, left her running until they were ready, and she passed.

Yeah I know. Didn't catch my mistake. I failed my smog test horribly a while back. I pulled the EGR valve off and passed.

I drove it for about 30 mins but never passed 60 mph, reason being it was raining and I have bald tires.

Hydrocarbons if fuel, so you running rich, I would also check EGR as that operates at low engine speed.
