Have you tried replacing small components for the emissions test such as the pcv valve and spark plugs?

Yeah, all the expensive maintenance helps.

You should check these things off the list:

New spark plugs and wires
New distributor blade (if applicable)
All new O2 sensors (ALL of them)
New PCV valve
New EGR valve (if needed)
Ignition timing set correctly (especially important on a 2JZ-GE)
New main catalytic convertor(s) (Look up Lexus OEM and Catco direct fit and buy whatever is the cheapest. OEM is the best but often isn't worth the money).
New secondary cat if necessary (again, Lexus or Catco direct fit and buy the cheapest)

Any combination of the above should do it. From the look of your numbers I'd say it's the cats but do everything else first before going to that trouble and expense. Good luck.

And yes, CA smog sucks. Not because we need a properly functioning emissions system but because of the visual inspection, which is absolutely useless and pointless other than to make more money, waste time and discourage engine modification that could give nice older cars new life.
