Question Heat Shield Rattle

When I had the cat replaced about 2 months ago on my 95 SC3 the dude must have welded it in a little too high and ever since I've had this persistent rattling which I've come to understand is a fairly common problem with these cars.

I've tried searching off and on for a fix but I can't seem to find a straightforward way to do it.
I will take pictures of the process and post them when I'm ready to tackle this.

My questions are:

1. Does deleting the offending heatshield pose any safety risks? Lexus must have put it there for a reason.
2. Can it really be done with a crowbar, tin snips, and a jack like I've heard?
3. What other tools will I need?

Just go and do it, no one with a custom exhaust would put heat shields on, theyre really not needed..

Yes thats pretty much all you'd need. Just use whatever you have laying around that'll be able to pry it off.

Thanks, that's all I needed to know to get started. Will post pictures of the job in case anyone else is similarly confused in the future.
