Lightbulb Timing

I hooked up my Snap-On timing light today (on plug wire #1) and jumped off E1 and T1 per the Service Manual

After adjusting my Dizzy down to 10*, I test drove the car, it ran like ****, absolutely slow (as in I feel like it's backwards for some reason).

I immediately jumped out, and put the dizzy by ear, to what I think it should be (15* or so) and it runs like a champ (or what I feel like it should).

The TPS was spec'ed out to voltage months ago (and it idles fine, etc, so I don't think thats my issue).

Is it possible that the valve timing is off or the dizzy is stabbed wrong? I know the motor is non-interference.

I've been dealing with a non-connection issue to the ECU (when trying to use the Lexus scanner at the dealership) yet the codes will flash (only one is EGR, 71) just fine.
