Default Question/Verification on Fuel ECU bypass wiring

Engine put in - check
All connections connected - check
Interior put back together - check
Suspension completed - check
Fuel....fuel.....FUEL!! - oops

Not getting power to the fuel pump. I am looking to run the system like it has here -->

My question is on the power line coming from the pump. When I put in the pump I followed the instructions of taking my old harness off and splicing it into the pump wires. This then leads up to the cover. On the other side of the cover ( the outside facing the back seats) there are 2 wires coming out in yellow tubing. It is a blue (power line that is connected through the lid to the pump you just connected) and a white line. The white line stops at the lid. Both these lines run to a connector on the other side of the tank which connects to the fuel pump ecu.

If I am bypassing the ECU (using the 12v to trigger my relay on) do I just cut this blue line and solder another line on to connect to the relay/battery?
