Car #2's speedometer doesn't work, is there any way to get this fixed?

I went to test drive car #1 and the car was alright. Not car show quality like the others, but decent condition. Either the RPM's or Speedometer work which didn't really allow me to fully open up the car because I didn't want to overrev the car or anything.
