Default Low speed hesitation

I couldn't seem to find a thread which matched my problem. I would like some suggestions.
1992 SC400 - 392,000 km. This is a daily driver, in a northern climate, much easier to deal with any issues in the summer. Original oxygen sensors, never touched the AFM or ESU, not throwing any codes. The car is strong under acceleration and I recently had the injectors cleaned. There is a persistent low speed surging or stumbling, best illustrated by putting it in cruise control at 60 - 80 km/hour.
Any ideas? Sound familiar to anyone?
