the cap and rotor as in, the ones that control the ignition? If so, then yes. The cap and rotor sits on the cam gear, all you have to do is remove the cover.
If your talking about a belt, its most likely the accessory belt. Just take a 19 ot 17mm cocket and use the tensioner pulley to take the belt off. The just pop the black cover off and take off the cap n rotor, I believe its 2 10mm bolts!
Seriously...between those two links you cant see how they come off? You are talking about the Coils with the spark plugg wires that are right in front of the cam gear right? I mean I would call those cap'n'rotors too...Im just wondering if I'm missing something here.
When I rebuilt my engine, I took everything off so I couldn't recall if I had to remove the timing belt first or not. I think I removed the caps & rotors first. I don't think you'll need to remove the timing belt in order to change the caps & rotors. You can see them in the picture here that the timing belt is actually behind the caps & rotors.
