You have air in your power ( the bubbly steering fluid) steering system, probably caused by a leak in the pump.

my car was doing that once, then the my starter went out. I took it to a shop to get the starter fix and when I got the car (sc400)back the power steering problem was gone. So I think the problem is some where around there.

Obvious problem should be that they overfilled the reservoir past the fill line. Some retards that work in these oil change places don't properly know how to do anything. Its scary.
