What the hell is this bolt?



and is it ok to just remove it or do i have to do something first?

banjo bolt. Its a high pressure line that feeds fluid to the fan to make it turn

how do i remove it? do i need to remove the pressure?

There's no pressure when the engine is not running. Its probably just very tight; you can take it out as a whole assembly.
