Unhappy power steering problems

Help!

The power steering on my sc400 quit, no assist. Take off the power steering resevoir cap and it's like a fountian, oil every where. The pump also whines constantly.

I took off the pump and dissasembled it. Looked ok inside no obvious problems.

I had a mechanic swap in a new rack. Still the same thing no improvement.

Now what, new pump? It obviouly produces pressure. How many other parts in the system? What am I missing?
