Obviously, this does not add up.

Even if you spent $1500 on a perfectly designed exhaust from headers to mufflers and you would not be making these gains. Add a BFI and a piggyback with a great tune: you still may not be there.

If you want 35-45 HP as easily as possible, get a 50 shot of nitrous. But, however you do it, adding 35-45 HP is a tall order that costs a hell of a lot more than ten bucks.

I just bought like one for each spark plug off of OLT. He said it would make my car do 11's in 1/4 mile!!!!

If you want 11's cheaply, I would unbolt both doors, the front and rear fenders, hood, and the trunk. Then, remove the front and rear brakes, both bumpers, the alternator, power steering pump, and a/c compressor. Remove the spare tire, CD Changer, Radio, Climate Control, and all seats. Don't forget to pitch the carpet and the exhaust. Pull out your saw and hack the roof right off while you are at it.

Now, line up at the tree and punch it. Once you trap 120, grab the E-brake and pull firmly because this would indeed constitute an emergency braking scenario.
