I'm thinking do 4" downpipe and 3" mid pipe and straight out to my stock exhaust. Would this make my car lag? I try to keep the stock exhaust look because in Cali cops are ****

why dont you go 3" from turbo back to the stock muflers. you'll have the least amount of backpressure possible up until the mufflers since you dont have least amount of size variation which will keep exhaust velocity high.
