RPM jumps while driving

Default RPM jumps while driving

I searched and found people had RPM jumps while idling. When Im driving and let my foot off the gas (say Im at 2300 RPM) the car suddenly drops to around 1000 then jumps back up to 2000+. Any ideas? I cleaned the TB a while back so I know its not that. Could spark plugs cause this?

What vehicle are you referring to and it's mileage ?

Any possibility of water in the fuel ?

Cleaning the MAF possibly ?

Distributor rotor and cap ?

Its my SC... 260k miles. dont think theres any water problem. I replaced the dist rotor and cap about 5k miles back.
