looks like EGR to me. Vaccum hose cut= wacko egr operation. bad emissions and inoperative egr.
Not sure though, can I get a pic that show the surroundings?

That's on the heater core control valve.

It is the heater control valve and its probably cut because its a pos which always breaks and somebody probably got pissy and decided to cut the wires (for whatever good that will do).
